Backflow Device Testing

The City of Philadelphia passed a law back in the 1980's that requires all commercial properties to have a backflow prevention device installed and tested on an annual basis. I think the rule for apartments is if you have more than 4 dwelling units in the building or if the building is more than 3 stories in height.

You must use a certified technician who is licensed and registered with the City of Philadelphia. The Philadelphia Water Department runs the Drinking Water Cross Connection Control Program and maintains a list of approved Backflow Prevention Technicians.

A backflow prevention device will have test ports for attaching the testing gauge similar to the ones on this Watts RPZ backflow valve. They are normally installed where the water service enters the building near the water meter but can also be installed on boilers or anything that has fresh water with chemicals, stagnate water, or sanitary sewage. The test is fairly simple and most of the newer valves can be rebuilt if there is a problem.
