Lead Safe Dust Wipe Test

About the Philadelphia Lead Disclosure and Certification Law

All residential dwellings built in 1978 or earlier that have a child occupant age 6 and under must use a Lead Safe Certified Renovation, Repair, and Painting Contractor. That includes Plumbers, Electricians, Masons, Roofers, and any other contractor that could disturb a painted surface. The contractor gives copies of the Renovate Right Pamphlet to the owners or occupants and gets a signed receipt. Dust containment measures must be used. Signs must be posted. And proper cleanup procedures must be followed. HUD requires a Lead Dust Wipe Clearance Test be performed by a third party.

Child occupied is defined by the EPA as any place visited regularly by the same child under age 6. If the visits are 2 different days a week and last 3 hours each visit (6 Hours a week), and a combined annual visits of at least 60 hours. Child occupied could be the babysitter or Grandparents house that the child visits on weekends or almost anywhere.

Philadelphia has added to the EPA and HUD laws and requires all rental properties with a child age 6 and younger residing at the property to have a lead dust test with every new rental or every two years if renewing a lease. If the results of the test are lower than the EPA limits then a lead safe certificate can be issued. If the results are higher than the EPA limits, the landlord must clean, paint, or do whatever they need to do to make the unit lead safe then have the unit retested.

The landlord then gives signed copies of the certificate to the tenant and to the City of Philadelphia Department of Health. The landlord must give several pamphlets as well as the lead safe certificate and occupancy suitability certificate to the tenant and get a signed receipt from the tenant.

It seems like a lot but it really is important to keep children safe from lead poisoning. There is more and more evidence that lead is also responsible for Heart Disease, Obesity, High Blood Pressure, and other health issues in adults.

It will not be long before the laws apply to all buildings and structures built 1978 and earlier regardless of the age of the occupants and not just residential dwellings but commercial/industrial facilities as well.

The Lead Wipe Test only needs to be performed for rentals with a child age 6 or younger residing in the unit. Each bedroom and one common area such as the kitchen need to have one floor sample and one windowsill sample. One blank sample must be included for each unit as a control. A 3-bedroom would then have 9 samples to be tested.

We are offering the one week lab turnaround as follows: $150 for an Efficiency unit, $200 1-bedroom unit, $250 2-bedroom unit, $295 3-bedroom unit, $340 4-bedroom unit, $375 5-bedroom unit, and $410 for a 6-bedroom unit.

If you will have multiple units to be done, with at least 25 samples, we can discount more. We receive a discount for 25 samples in one shipment and will pass that discount on to you.

Example: Three 3-bedroom units to be tested in one day = 27 samples and $15 off the price of each unit. Each of those 3-bedroom units would then cost only $280.

We do work with another lab that can have results in 3 hours, 6 hours, 24 hours, 48 hours 72 hours, or 96 hours at an additional fee. Example: 48 hour lab turnaround for a 3-bedroom unit = $620.

A 3-bedroom unit takes about 3 hours actually on site, another 2 hours of administrative in the office, and as much as 2 hours travel time depending where the property is located and if the samples will need to be taken to a lab or to a shipping company. The results are returned from the lab depending on what turnaround time was purchased. Standard lab turnaround time is one week.

It is best if all work is finished before the test is performed. If the results are over the EPA limits the unit will need to be cleaned, repaired, painted, and retested. The test is the same price no matter if it is the second or third or fourth time being tested.
